Weird reel

So, the bail "waves in and out" what's that mean? It looks to me like it wouldn't move at all. Does the spool or rotor move up and down(oscillate) when cranking the handle?

I don't think the bail flips.  When the spool faces the rod tip, line plays out from under the bail wire.  When the reel is rotated so the spool faces the side, the handle is cranked and the spinning bail then catches the line for retrieval.

 There are a few Australian reels that pivot sideways to cast. Perhaps this is also an Aussie made reel
