Many lakes in Kalifornia ban 2-strokes, which I'm kind of ok with. ETECS are the exception to the rule. I believe they are even legal in Tahoe. Or at least they were.
Buy it nice or buy it twice.

Several decades ago Washington state put a ban on 10hp and up on all smaller lakes. Several other states followed suit, and thats why all outboard manufacturers started making the 9.9hp outboards. The 9.9 is also the motor of choice for trolling for salmon in the saltwater in Washington. Mine is attatched to my main motors(twin 150 yammys), so I can steer from my helm when trolling with the kicker motor.

 Kill switch , I don`t think there was a safety lanyard deadman switch on that model .  Take pictures

 My son-in-law said it wasn't getting fire last time he had it at their house (for 2 years) he put 2 new coils on it and it ran great.I haven't checked for a spark yet.I noticed some of the Amazon coils you have to plug the spark plug wire into the coil,any suggestions Gurus?

 Should be a simple Fix.
today I am going to move the "rud" to the motor dolly in the shop.Put Suzuki on boat for storage.

Since the motor fires on one cylinder wouldn't that rule the kill switch out Joe?

I don't think you said what size your 'Rud was.  They are the same in most/all instances as Johnsons; I have a 9.5 Johnson "fat boy" and also a 10 HP Johnson (both 2-stroke); have worked extensively on the 9.5 and it is fairly straighforward IMHO.  Mine didn't fire on one cylinder; spark plug wire was the culprit & fixed with a solid copper core replacement.  One wire makes a sharp bend out of its coil & I think that can be a trouble area. Those ignition parts aren't too bad cost-wise.

For a small jon boat (wish I had one), you don't need a ton of HP and most of 'em can't take over 10 HP or so anyway.

My sister in law had a 5 HP Tohatsu (sp.).  Seemed like a nice motor.  4-stroke.  Pushed a 12 ft. aluminum V fairly decently.

Maybe some lakes but not all, I fish in the eastern Sierras, and my 30hp hasn't been even looked at.   It's a fuel injected Tohatsu 4 stroke.   Electric start is so nice, after pulling through on a manual start 30 hp Evinrude for years.   Weight is a big consideration when choosing a 4 stroke outboard.  Tohatsu made one of the lighter ones, about 20 lbs heavier than my old Evinrude.  But I only need 1 6 gallon fuel tank now, so the weight was negligible.
