Well folks after about twenty tries at disassembling and reassembling, it finally is working. Still not 100% sure what the problem was. Possibly had too many washers on the stack.
I really appreciate all of your comments which were very helpful. Good to know there is a knowledgeable and friendly group of folks willing to assist.
This reel was a gift from a friend. Now I know why.

A gift in more ways than one. A) a great reel, B) a good learning experience C) proof of dogged determination to not give-up.
When it came to calculus, and all those ways to solve different equations, a math teacher I had once, called it: "brute force and ignorance". It has served me well.
