In my experience on a so cal sport boat that's chumming it's like there's an invisible force field that the fish on the surface will not cross. Get your offering past that will usually be successful. Better still if you see a couple birds that are clearly following fish cast about 10yds past the birds and lead them so the jig will pass if front of them as they swim by, that's money. Many times just casting blindly hoping there's something there can work. Waiting until you see signs of fish then casting is a much better plan and you won't get worn out. Patients can really pay off
