What exactly does this knob do ? ('75 Evinrude 9.9)

There is an Idle adjustment knob #38 that appears to move #40 so it presses against the fuel line to limit fuel flow? Is this how it works or am I missing something? Are there any Evinrude Gurus here I need to pick your brain ;D

 I would think that linkage comes in contact with the carburetor arm to adjust the idle .

I agree with Joe, it looks like an external idle adjuster.

I bought a 15hp carb on ebay ready to go, the guy told me the knob adjusts the throttle plate. I am going to rebuild the 9.9 hp carb just cause.
