Having a problem with a penn 430ssg. The rotor spins like it should but when I tighten the handle it is hard to crank.when I do crank the reel and the rotor spins the handle loosens any ideas what might be causing this

foakes

Is the crank spacer missing, or the wrong size?

Definitely sounds like a little spacer is missing or in the wrong spot, as Fred mentioned. Check the schematic and make sure everything's there. Sometimes schematics aren't super clear as far as which spacer goes where, in which case you'll have to science it out (try different arrangements until one works). When you get the right arrangement the reel will feel like new again.
