penn 80w handle replacement

aloha everyone, i just picked up 2 penn international 80's and two 80w reels and the handle on both the 80w were stiff and wont rotate, after using alot of penetrating oil i got one to loosen up, but it doesnt spin freely and the other one is still very stiff and very hard to turn at all, i thought they were screwed on the handle, but both look like they have rivets on both ends of the handle, now i can assume i must drill them out but what do i put in to re-attach he old handle with ? thanks for your help! ???

drill out the rivet then drill and tap the handle shaft then screw it back on.
