This may sound stupid but will soaking them in TSI-301 be effective?

Yes..    IF they are not to dirty/greasy inside...

If at all possible take off a (1) shield and clean them out well....

It came across my mind cause they are normally oiled and the seals prevent any dirt from going inside. So I thought that oiling them regularly while still new would prevent a lot of dirt inside.

New bearings, your good with regular drop of oil now & then...
Not much dust inside a fishing reel......   :-)

When you get to Saltwater or used reels.
Bearings that have been greased or cheap/unknown oil used in them..
Always best to 'open' and make sure they are squeaky clean then add a drop of TSI 321/301.

Servicing other peoples reels, I never know what they have been through..
I Always open at least one side and make sure they are clean & spin freely.........
