Shimano 4000GT Moocher Plus

My old mooching reel won't allow the drag to back off at times, which is how I either pull line for a cast or release for downrigger drop. Anybody out there have a suggestion?
It just continues to spin without backing off?

probably all stuck together.  pull the drag washers out and measure them, then match them ip with something on this list http://alantani.com/index.php?topic=21.0 or check with smoothdrag.com
