TLD 15 Help needed

I have 4 TLD 15 s that I use for inshore trolling. I have upgraded the drags to carbontex. My problem is that the drag jumps from about 5 lbs at strike to about 15 when I push it to max on two of the four reels. The other two do what I'd expect and move up to 8 or 9lbs. I believe I have the spring washers set correctly (). Is there anything else that may cause the steep drag range?
