Int'l II 30tw drag/bearing issue

When I put light drag on the reel and hold the spool and turn the handle or pull ling off the spool the drag is smooth except at this one certain spot all the time, but when I put heavy drag on the reel it goes away and is a lot more smooth.

It also happens at the same point in the spool and handle rotation when it occurs. If this a warped drag plate? or a bad bearing?

probably just a high spot in the drag washer.  if it goes away at a normal drag setting, don't worry about it.  it should be fine!
