Tiagra 16 No drag progression

This one has me beat....

Just serviced a Tig 16, complete tear down and regrease etc etc, but now it is re-assmebled there does not appear to be any drag progression once the lever is beyond free-spool. The only thing that happens is there is a slight increase with the drag with increase in preset, but there is no ramping up with the lever movement. Free spool is always fine, and if you increase the preset, eventually the handle gets hard to turn (ala bad right side plate bearing, but the bearing is good, and thoroughly packed), with a very high preset.

I'm thinking I have missed something simple, but what?

Problem solved.
5 bellevilles arranged <<<>>. Owner had opened reel up at some stage, believe one may have gone missing?!
Quick solution was make up a 0.35mm shim and placed on the spacer between the left side plate bearing and the A/R dog wheel. Reel now functions as it should.
Hope this may help someone down the track.
