From what I have read on their website, TSI 301 contains a solvent; which is not safe to use on plastics. TSI 321 does not contain the solvent and is safe to use on/near most plastics.

Is this stuff only available on-line, or are there any retailers that carry the TSI 321?

It's not the solvent. Tsi301 is based on esters, esters dissolves elastomers(plastics). Esters are the base of synthetic lubes like Tsi.  If Tsi321 does not harm plastics, it can mean two things. Tsi321 does not contain esters(that has polarity, that causes it to stick to positively loaded metal surfaces) or it has less esters.
