PENN SS SPINNER SPOOL ARBOR DIFFERENCES

Ive noticed two types of materials used for the arbor/spool shaft in the center of the spools. One appears to be anodized aluminum and the other is a dark colored material that doesnt appear to be metal but maybe some sort of plastic. Does anyone know the difference in types of material used?
