When swapping out handles what's the proper procedure? Should the drag star be all the way tight against the side plate or should it be all the way tight against the handle?

Three se7ens

The star can be any place except tight against the handle.  You want the handle to seat fully on the gear sleeve, and not be held up by the star.

I just tighten down the star a few turns before fitting the handle, this ensures the handle blank rests squarely on the gear sleeve as 3-sevens mentioned...If the star is too lose, the handle blank will drop down into place as the star is turned forward--necessitating re-tightening of the handle nut..Hope that makes sense..

If you have the proper wrench. Tightening against the star will lock it up.
I have seen several members that have bought reels and think something is locked up, when its actually just the handle tightened against the star.

Yeah, I've done that more than once.
