I think it would be very easy to use this technique to do nebula type stuff. And it gave me an idea for the epoxy black hole/galaxy I wanted to do. This sprinkle technique, but I'd dip a drill bit in the mica powder, shake off the majority, and set it spinning over the epoxy. I figure a few rounds in different appropriate colors would give the desired effect. The difficulty would be finding the right speed and also keeping it centered across spins.

You could try a dry paint brush or a hair comb and flick it on  .
Try a test on a dowel stick .

Oh I've got a ruined blank to play with. And a few dowel rods.

maybe, for smallest amounts, instead of wrist-flicking the whole brush/comb,
bend bristles/teeth back w/ your thumb & release...  might develop quite the controlled technique

2 coats. Sprinkles on both, attempting to go for a 3d effect but the top layer needs to be less dense coverage than the bottom for that. Logically I already knew that, but yeah. This is for my brother-in-law for Christmas. I think he'll be happy.
