I sold a reel to a buyer in Japan on ebay, it was simple, no hoops. I originally had it listed as US buyers only, but he contacted me asking to make an exception. I agreed and used the service that ebay provided, buyer paid all fees, and paid me a premium for agreeing to ship it overseas. Everybody super happy!
