Fuego 1000 'handle packing' - what is this thing?

My Daiwa Fuego 1000 spinning reel handle was making a clicking sound and it seems to be movement within the reel housing. Not much, but enough to be noticeable during retrieve and feel like something tapping my lure. I removed and replaced the handle with no improvement.

I notice the schematic calls out a part not present in my reel. It is item #72 'handle packing' and looks like a washer that could perhaps help tension the main gear and eliminate the play? I checked my Fuego 2500 which also has a little handle play, the schematic for that also shows a handle packing part, and is also not present.

Does this look like a washer to others? I'm wondering if I should try and fit a washer of some sort in there.

IIRC #72 should be a rubber seal that fits on the body to seal around the shaft.  #67 is the adjusting shim that sets the mesh of the main/pinion gearset.  If the "clicking" changes when you push the handle/shaft laterally towards the body then it can be adjusted by adding/subtracting shims, preferably in 0.05 thickness increments (but that shim size is often hard to find).
