I was able to do a quick measure in the shop a while back so that I could source the tube, results will give you some idea:
Certate LT5000  ID 17mm, OD 20mm,  13mm between slots
Saltigas:
8000/10000/14000  ID 22mm, OD 25mmm sloth width 1.38mm (ish)
18000/20000  ID 25mm, OD 28mm

I got four pieces of internally slip fit tube to start the project off evilbay.
The tool that I bought some time ago fits 4000 size and below.  OD 16.5mm, ID 15.3mm, slot depth 2.5mm 

Sorry, that's all I have atm, the plan was/is to take reels and the tube to the machine shop to fine tune as they will likely need a skim off the ID or OD for a good fit.  The few of these engine plates I have removed have been bluddy tight so a perfect fit would be best to avoid munging up the plate.

Judging by the couple of MQ reels that I have done, I am not 100% confident that 3D plastic printed would hack the mission.  These plates can be torqued on stupid tight on the Saltigas, and I have doubts that a 1/4" drive in plastic would hold, maybe a hole through for a screwdriver shaft?  I have a theory that the factory gorillas set the final end float by just torquing it up a few extra in-lbs!   ;D

Another idea I had was to look at a 3 pin watch back remover, would adjust nicely but I am not sure the pins would be long enough.

             I like the idea , something like this .      The only thing is to get the pin to come in at 120 degrees from each other .
         You can make longer pins to thread into the tool and there may be enough  offset with narrow pins to engage the nut ?   ???

Finally got around to getting some brass turned. Cost a bit, but it is pretty much an interference fit. Lucky I live in the tropics because if the the temp drops I may have to apply heat to get the tool back!
I miss my lathe  :'(

....and I just had another (belated) brainwave.
If you get one made start with 28mm OD stock; do one end 25/28mm and turn the other end down to 22/25.  Punch a hole through the middle for a screwdriver handle then you have the two largest sizes covered with one tool.
Always a day late and a dollar short....  :-\
